Brentwood Police Department announced three promotions at last Monday’s City Commission meeting. Lt. Steven Pepin is now the captain in charge of the Department’s Criminal Investigations Division.

“He’s an impressive man,” BPD Chief Richard Hickey said. “He’s been with us about 10 years. Prior to that, he spent a little over 22 years in the United States Navy, where he had a distinguished career.”

Sgt. Seth Young was promoted to lieutenant, and he will now lead the department’s Directed Enforcement Team, commonly known as the traffic division.

“He’ll have a lot of other responsibilities, including being in charge of our extra duty assignments and our vehicle fleet,” Hickey said. “He’s been with us since 2017, and when he went to the Police Academy, he was the outstanding officer in his class.”

Officer Frank Moncayo, a seven-year veteran of the department, was promoted to sergeant.

“He came to us after 20 years at the NYPD, where he was a sergeant in an investigative unit,” Hickey said. “He brings a tremendous amount of knowledge and experience with him, and he shines every day helping our young patrol staff.”
