Rusty Womack has been actively involved in building the Franklin community since 1996. He owns Home Service Plus, a full-service residential maintenance and repair group, and he also owns The Womack Group, which specializes in the restoration of historic structures. Rusty has been on the board of directors at the Carter House and currently serves on Franklin’s Historic Zoning commission.

How long have you been involved in Franklin?
About 18 years. I’m on my third five year term on the Historic Zoning Commission. I am a contractor and have done my fair share of restoration work in downtown Franklin – most notably Clouston Hall (Gallery 202).

What are some major changes that you have seen impact Franklin over the years?
In my view the catalyst that brought Downtown Franklin to where it is today was the first streetscape project in the late 80’s of Main Street and the square. As they say – the rest is history.

What were some main concerns with the Harpeth Square project?
Size, mass, scale, context, traffic.

How can Downtown Franklin welcome new structures while still retaining the historic character of the area?
The historic buildings are the main attraction so infill projects should not compete but complement our historic resources. I do not favor replicating old buildings – new structures should clearly be identified as such. I actually favor well designed contemporary structures which can blend in favorably with the old.

What is the next step for the Harpeth Square project?
I remain confident that our commission and the developers can work out our concerns. We look forward to addressing this next week at a special-called design review meeting.
The design review meeting to review the Harpeth Square project will be held on Monday, April 27 at 4 p.m. in the Franklin City Hall Training Room.
