The City of Franklin has appointed Shanna McCoy as its next Director of Building and Neighborhood Services, promoting a longtime city employee to lead the department following the retirement of Director Tom Marsh.
McCoy will officially assume the role on Aug. 17. Marsh, who has served the city for more than 25 years, is set to retire Sept. 11.
McCoy joined the City of Franklin in 2007 as a permit technician and has advanced through several positions during her career. She currently serves as the city’s Zoning and Floodplain Administrator, where she advises the Planning Commission and Board of Mayor and Aldermen. As Franklin’s first Certified Floodplain Manager, she has led efforts to strengthen FEMA compliance, improve development processes, and support responsible growth.
“Shanna emerged as the top candidate through a thorough and highly competitive process,” stated Walter Denton, Assistant City Administrator for Community and Economic Development. “We sought feedback and insight from the entire BNS team, leaders from our development services departments, and other important stakeholders. Shanna’s work with residents and development professionals to identify solutions and invest in the community was a clear reflection of the leadership qualities we were looking for. Her ability to build trust and deliver results made her the standout choice.”
The Building and Neighborhood Services Department oversees plan reviews, building permits and inspections, zoning enforcement, neighborhood resources, and the Community Development Block Grant program.
City Administrator Eric Stuckey praised McCoy’s leadership and also recognized Marsh’s decades of service, saying his legacy has helped shape the department. McCoy said she looks forward to building on that foundation while continuing to serve the Franklin community.
