Franklin merchants downtown are waiting on approval of sidewalk regulations to control how space outside the business is used. Voting on the regulation tonight in a special meeting will be the second on this issue. The first poling of aldermen was unanimous in favor.

The ordinance will required a business to pay a $50 annual fee to use the space and regulates how much space can be used for advertising. The 15 block Historic Downtown has allowed outdoor signs for years and has allowed outdoor café areas with a permit.

The city is being careful to make sure all federal law is being followed and that the needs of disabled citizens are not affected. Alderman Mike Skinner is concerned about enforcement of the regulation and hopes merchants “would monitor it on their own so that we would not have to dedicate employee time and taxpayers’ dollars to confirm” compliance.
