Self-Storage Approved by Brentwood Planning Commission

On Tuesday, the Brentwood Planning Commission approved a four-story self-storage building boarding Franklin on Carothers Pkwy.

The applicant for the self-storage building at 1738 Carothers Pkwy had applied for C-2 zoning, but the planning staff recommended denial of the project based on the fact that storage is only allowed under C-3 zoning and approving this type of project would set a precedent for future projects.

A residential neighborhood in Franklin sits behind the property, which has remained undeveloped since the 90’s, according to the developer. This would be a climate controlled storage space with no storage available outside for vehicles or trailers.

The planning staff had recommended denial of the project based on the fact that storage is , but after a discussion the commission decided to add qualifiers including interior access to all storage units, the building does not directly face a high-traffic street and that the appearance of the building be compatible with surrounding C-2 uses. The commission also made an additional qualification in allowing the project that storage is acceptable under C-2 zoning only when outside storage is not permitted.

“I don’t think that this self-storage was what was contemplated in the original C-3.” said Randy Campbell, Chairman of the Planning Commission. “Over the last 20 or 30 years, this self-storage is an industry that has evolved and matured and turned into its own unique category. They’re retailing storage space, so in my mind that is an evolution of a use that has taken place.”

A motion made by Bob Power to defer the decision for 30 days was voted down 3-6. After more discussion on qualifications to be added, the Campbell moved to approve with the added qualifications. The motion was seconded by Scotty Goodrich and passed 7-2.

No public questions or comments were made on the height of the self-storage building or the project itself.

Also at the meeting, the commission approved a patio addition for Taziki’s in CityPark and an additional plat for Hill Center Brentwood.

Some concern about pedestrian congestion caused by the Taziki’s patio was voiced by Jack Moriarty, a member new to the Planning Commission. In the end, the patio was approved 8-1 with Moriarty voting nay.

An ordinance to rezone the Liberty Church property to R-2 residential was approved for recommendation to the City Commission. A public hearing on the matter will be held on April 13.
