Part 2: The Franklin Special School District

The Franklin Special School District (FSSD) gets its name from a special act of the state legislature that provides the Board of Education its own taxing authority. This enables the schools to be funded appropriately in order to maintain “Excellence in Teaching and Learning for All,” states their website. The system has seven schools, four elementary, one intermediate, one middle, and a K-8.

The system uses five-year plans to direct their development and a new plan was implemented in 2013. For more than 100 years Franklin has used this non-traditional system and the record of success speaks for itself. They received all A’s on their 2012 State Report Card and are ranked 3rd in the state in TCAP achievement scores. Funding is provided through property tax and allocated to the school system through the county commission.

The last newsletter talked about the safety audit and how a “balanced, reasoned approach is best” for the district. Mike Dorn, of Safe Havens was quoted as saying that the FSSD is ahead of the curve with school security but that short and long term recommendations would be made. Schools have also defined bullying as “when someone repeatedly and on purpose says or does mean or hurtful things to another person who has a hard time defending himself or herself.”
